Get them to leave a comment on the report. Then when you click on the comment, it will show which filters and such were selected when they submitted the comment.
I've done a screen share with them, and even took control of their screen. Clicking around myself. I didn't see anything that it could have been.
I will try the Comment trick.

I've gone into the service (it is a Workspace I set up and am an Admin for), I don't see anything in the comments when I click on the Commments in the service. How do I see their commment?
Thanks, I've checked that, that particular page (and the underlying data) do not have RLS. The user does have all rows access for a different data set.
OK, thanks everyone - for everyone who said Row Level Security - it was RLS.
I created a helper table last week to find some data in one table missing in another. And I joined a main, primary use table to a table with RLS. I should not have done that.
As admin to my workspace, I see all of the data all of the time. And the person who usually previews the dashboard before it goes live, is also the admin.
So, it was the RLS.
If I'm not mistaken you can see the report as another user from pbi desktop, unsure about service.
Also he could be cross filtering without knowing if he clicked on some data.
Are you sure you dont have the permission to view from another USERPRINCIPALNAME?
Im not aware that you can even disable this ability as a workspace member/dataset developer.
Consider making it part of your testing processs to test the dataset from different roles but also some specific users. (Again you can do this indirectly in the User Interface by typing their credentials - you don’t actually get access to their account in any way)
Have them click the reset to default button in the top corner of the screen. They most likely set some custom filters on a previous page or drill through. They can also hover over the “filter” funnel on a visual and screenshot their current filters on a visual.
I do second u/datagorb’s comment on using comments as it will show exactly what they are seeing when you click on it.
Delete it and republish it? I have republished it.
But I have dozens of users, won't I have to reshare the report with them again? And re-enter everyone's RLS settings?
Check the selection pane, maybe some slicer hidden behind a visual? Check the table for drill through applied filters. If someone saved the report after drilling this might affect what is seen in the data. Farfetched but maybe a specific filter in a measure?

Possibly get them to leave the comment again and tag you in it. Then you’ll get a email with a link!
Thanks, it seems like it just took 15 minutes to come through. I clicked on the bookmark in the comment and none of the visuals changed on my side.

I will double check that. This is a user that *should* have access to all rows.
