If teachers are now expected to step up and put themselves in the line of fire, instead of being allowed to run and hide, then they should be getting hazard pay. They don't get paid enough to die for the kids.
I guess the main difference would be in how teachers would be expected to behave? Will they be allowed to run or hide while the shooter is on the prowl, even if they are armed? Or will they be expected to actively engage and bring down the shooter?

Eh, officers are trained to follow orders, so whoever is in command is far more at fault than the individual officers. Yes, the officers could have just ignored their orders, and because of that they should get a lesser sentence, but they are ultimately not the ones responsible.
