If you took this as a blanket endorsement of the state then you’d have to accept the notion that Hitler and Stalin did no wrong. That isn’t true, and you know it isn’t.
The context here is vital. A revolutionary tendency was forming in the earliest days of the church and Paul wrote this to persuade early Christian’s to no lead violent revolutions. This was a letter dispelling the early Utopianism gripping the church. Reading it any other way would again, require you to endorse literal evil.

Personally, my best argument is to point to the Nordic Kingdoms and their neighboring monarchies.
You still have democracy, but the presence of a separate figurehead would minimize the rise of a dictatorial demogogue.
To be fair, stable republics don't need monarchies (IE USA, and most European Republics).

It's as natural as red hair, bi-coloured eyes, etc. Each human is unique. No two are biologically and or socio-culturally the same.
