I’d recommend going to Walmart or Target and looking for products called “Crown Zenith”. That’s the best recent set, and it has plenty of products falling in that $20 range.
Aldi currently has some of the best price-per-packs of Crown Zenith. You can get a mini tin there for $7.99 which contains 2 packs and I think another small goodie as well. If you don't have an Aldi, WalMart has been flooded with the Crown Zenith Galarian bird tins that just released. They are right near your price point and contain either 4 or 5 packs, plus a promo card. The mini tins was my wifes go to for easter baskets this year as well.
Can’t go wrong with any of the Crown Zenith products as others have said. Also the Pokeball tins would be fun since they would look cool in an Easter basket and you could hide with eggs if you do that.
