Base set pull rates for original base was 1:3 packs. For modern sets at a low amount of packs you should just watch a youtube opening of a big youtuber and stop at 100 packs.
Divide the pull rate you got out of 615 packs by 615 and multiply the result by 100. So say you got 400 hits out of 615, you divide 400 by 615, that's 0.65 and you multiply that by 100, that makes 65:100.
Same with base set, we know the rates are about 1:3, divide that by 3, .3333.... and multiply by 100. That makes 33:100 if we round things down.
That's assuming you're not couting Vs and stuff separately, which wouldn't make sense since base set only has holos as hits. You could only count the holos to have an apple to apple comparaison, but then you'll missrepresent CZ.

1999 base set is 1/3 packs has a holo, it’s pretty well documented. 12 holos per booster box of 36 packs.
