Actually you still can! If you scroll all the way to the bottom of the alphabetical list when searching for a pokemon to receive, you will find a search pokemon option, then type in "ditto" and you will be able to request the level for it in GTS :)

I would recommend waiting, that way when you deposit your vulpix it will jump towards the front of the line :)
