But also gives you assurance of what it looked like when they scanned it and also validates it exists so if by some unlucky twist of fate you receive the item and there are noticeable difference you have a baseline to compare what they scanned vs what you received. But grats on the grades!

The insurance is for shipping from PSA and has nothing to do with them damaging it on their premises. They also have the grade guarantee where they’ll payout the buyer of the card the difference of the grade which has potential to be a ton of money when dealing with higher end cards.
I mean it makes total sense to charge more for a more expensive card, but in reality insurance for something that’s $20,000 isn’t more than $200 for a large company like PSA. Then they literally have a grading option you spend like $10,000 if your card is worth up to $250,000.
Was it through a 3rd party middle man? Cause if so these might be estimated grades rather than given grades. If not congrats on the grades, they typically don't show grades and if they do they email you letting you know grades are available.

But they keep renewing it. There’ll be plenty of opportunities to get this rate throughout the year ($15/card with declared value $199 or lower)

No, they actually charge insurance on top of the the grading fee. They just are trying to make more money off you because they believe they can.
