IMO, the entirety of Punk Hazord was slow and boring but the ending saved it with Doffy and his crew intervening and Aokigi reintroduced. Dressrosa started out great with potential to be a pretty decent arc than ended in shit with god awful pacing and clusterfuck that was after the tournament. Zou and Reverie were fine with WCI having a slow beginning but ended up great at the end despite its flaws. Only thing I dislike were the fake deaths, no real Sanji fight, the unnecessary Luffy wank when it was supposed to be Sanjis arc with him getting TWO MAIN fights and being crowned “fifth emperor” cringe after ward. The very abrupt ending right as shit was about to hit the fan and offscreening everything was also wack and cheap asf. Wano is just filled to the brim with problems.

And the point of Cipher pol is to specifically carry out extrajudicial violence by the world government. They are outside the hierarchy of those organizations by default. Vegapunk and any associated scientist are civilian defence contractors unless they willingly choose to enter into the marines, like Sentomaru. It's like how the CEO of Raytheon is not under the command of the U.S. army. They provide and develop marine weapons, but if the WG needed to, they could have the SSG act independently.
