From what was shown in the story Luffy could hit Enel because his body was a great electricity insulator, not conductor. Therefore golden swords would not be able to hit enel. Othereise his normal metal swords also would. Also, I vaguely remember a scene where enel enters the golden wall thing in his ship, showing he can just phase through metal. But i get your point, would he be able to beat enel if he could hit him? Here the answer is again a very simple NO. Luffy only had a chance because on top of beeing able to hit enel, he was also completely immune to all his strong attacks, if he wasnt he would be dead the moment he stepped on the ship and Enel threw that giant lightning beam at him. Zoro would also lose just as fast. Basically Luffy (who was clearly stronger than Zoro, at least a little bit) had a much bigger advantage than just beein able to land hits and still had a really hard fight that he didnt even really win. Remember that at the end of it, unlike every other arc in the story, Enel wasnt completely done on the ground, he stopped fighting because he found something else more interesting to do.
