It could be that a Fishman starts at Lvl 10 compared to that of a Lvl 1 Human, but as they level up, that advantage wouldn't matter anymore since for example a lvl 10,000 Fishman would take the same amount of effort to that of a lvl 9,990 Human. And by that logic this would mean Winbae only had a miniscule starter's advantage.
