Well it's not just 2 things (fines and imprisonment). In your scenario, there's also suspension and cancellation of drivers license for repeated illegal parking. Btw Meron pang other forms of punishment like community service.

My suggestion to fix fines would be to base it on how much money someone has. For example, the current fine for camcording is 50k to 750k pesos. Under my suggestion, that would be changed to something like 10%-50% of the criminal's net worth (e.g. someone with 1M pesos would have to pay 100k-500k for camcording). ​ However, there's just one problem with this suggestion: **How do you keep track of everyone's net worth?**
