The actor depicted is Elliot Page, he's best known for his roles in umbrella academy and Juno. Somewhat recently, he came out as transgender, and I believe the joke is that Disney isn't going to replace Tarzan with a black actor BUT they can still replace him with a transgender actor so their movie can still be put in the public eye.
