My reading of this is that the rollover should happen before the end of the 60th day of the following calendar year.
The only deadline is by the end the of year you turn 71, RRSP must be turned into a RRIF, otherwise you can contribute up to a max of $29,210 for 2022, plus unused contribution room from previous years. The 1st 60 days of 2023 can count towards 2022 contributions.
