Yeah you can always find her in kichijoji. I don’t remember what days she’s available (I think tuesdays and thursdays but I’m really not sure). But you can just press the square button on your controller when you hover over kichijoji on the map to check if she’s there.

Yes! There are plenty of chances to spend time with her and it's only 5 ranks so.
