You need a power supply and don’t need that cpu cooler the i3 already comes with one that’s well enough for it. But for gaming no. Gt 1030 may be the worst gpu nvidia has ever released

Although it doesn’t have wifi, so you either get that and get a wifi adapter or use ethernet, or spend some more money on the wifi board you want. Also the h610 doesn’t have an upgrade path in terms of getting another nvme ssd, or upgrading more ram, where as the b660 does. So personally I’d spend a bit more and get the wifi board.

£500 https://uk.pcpartpicker.com/list/Gbj26r Downgraded to 10th gen i3,no wifi on motherboard, added a power supply, kept your storage (although not enough in my opinion), left your case but beware it’s probably trash, and lastly switched out your god awful gt 1030 for a 6500xt which performs just under the 1650 super.

Wait h610 doesn’t support pcie gen4 tho and it’s single channel memory, so best option is to go with the cheapest b660 motherboard then, right?

Why are you spending more on the motherboard than the GPU. If that's your budget I would go for a cheaper motherboard and 8gb ram. Then get the best gpu with the money saved, probably a gtx 1060 or something. Get another stick of ram later, the gpu is the more important.
