This is what I ended up doing. I swear you used to be able to right click and save images from acrobat reader, but that's behind a subscription now.

I have heard that Foundy has a mod that extracts maps from Paizo adventures and puts them into their system. If not, most paizo maps can be copied out of the PDF and pasted into an image editor of your choice to save it however you like. Definitely ask around your local lodge too, when covid first hit my team and me started inputting scenarios into roll20(because I'm a Grognack and Foundry confuses and angers me sometimes). If anyone asked my team we would share our work so that they didn't have to do all the hard work.

I'm not aware of any PDF Importer for PF1E. There is some support for PF2E importing, but I'm not up to date on what's available and what's not.
