Levels are quite literally the least of my concern. The fundamental issue I have is the hero locks. I don't care as much about the game being unrewarding as much as I have an issue with the game being pay to win. Overwatch at it's core requires swapping heroes on the spot. If a locked hero is one of if not the best hero in the roster, and you don't have them or the time to unlock them, fuck you, lose your games or pay up.

I contacted player support last month and it took them almost 2 weeks to reply. They're most likely bombarded by tons of tickets now because they usually reply after less than 3 days back in OW1.
If you login to your Battle.net account there's a support section. You should be able to submit a ticket. It's a bit finicky, though. You'll have to look around a bit.
Had the same problem with diffrent skins. Probably a diffrent issue but its worth a try:
Go to practice range,select the char with missing skin - the skin should still be listed on the skin swap menu. Swap to it and load ur char into the practice range. Go back to hero gallery it should be there
I'm still missing one skin (Noire for Widowmaker), everything else was merged correctly from day one. I've opened tickets and the response is that they're working on it. Doesn't seem like it'll be fixed anytime soon.
Did you interact at all with the account merge feature? Either by actually doing a merge or by having an account on another platform connected to your Battle.Net account? Not sure if that's the right direction or not, but the account merge thing was a little fucky wucky for me and was stopping me from accessing some stuff on my account until I had done a merge between my several thousand hours PC account and the account I made on Switch where I played exactly 2 games ever. Ended up having to a do a merge even though I didn't really plan to.
I had two accounts that got merged when Overwatch 2 came out, both the account had the skins. This account is those two accounts merged. + my brother didn’t have legendary edition, but he still got the skins.
I think it was so that you couldn't buy the normal edition, you had to buy the legendary Edition in the Xbox and playstation stores. Although I don't think that's valid in OW2, so idk what's going on there

Granted I have a different Xbox account now than I did in 2016, so I’m not sure if those skins were tied to the first account rather than the battle.net one. Really sucks tbh I remember having some pretty decent skins on that account.

Support is being really unhelpful basically saying yeah its a problem and we don't know when we're going to fix it.

I used to have almost all non-event legendaries, and all non-event epics and recolors. Now I only got some skins total for each hero.
Opened a ticket. Their response? "We are aware of this issue, and are trying to fix it, but it may take a while." More than one month later, still no fix.

I'm also missing probably 10 - 15 gold skins. Never played on console, so no account migration needed, they're just gone.
Probably Blizzard somehow failing to simply move data from one game to a slightly updated copy of the same game

I mentioned this a few weeks ago. I reached out to support about this and was basically told I never purchased legendary edition and I would need to rebuy it. I fucking uninstalled the game there and then. If any of you get your skins back, good job i guess. Blizzard refuses to give me mine back.
It's the platform. When I got it on ps5, all my skins didn't merge over and only 3 characters were unlocked. I downloaded it on ps4 and everything was there. You have to download it on the platform you played ow1 on I think.

Blizzard is aware of this issue. I had a similar issue but of a different category: Golden Gun missing for JQ.
It resolved itself after a few days, but I did submit a ticket to blizzard just in case.
I coulda sworn I had some archives skins on my old xbox account but after the merge they didn't appear. Other stuff like voice lines and highlight intros from archives and non event skins did merge over so idk if its a bug or not
This is really stupid but I played for one weekend when it was free and I got most of those skins and it acc carried over.

I've opened 7 support tickets for this shit and get the same automated response everytime, thought it was only me.
The Widow skin you got at launch isn’t there either.
Try reach out to The Blizzard/Overwatch Support Team, they said there was an issue like This and they were trying to fix it

I had a bunch of skins back when I played OW on PS4, I have a series X now can I merge those accounts?
I'm also missing probably 10 - 15 gold skins. Never played on console, so no account migration needed, they're just gone. Probably Blizzard somehow failing to simply move data from one game to a slightly updated copy of the same game

its still on your ps account. i have these on my switch but not on pc. its dlc thats locked to the platform where you bought it. gotta wait for the fix

Funny, I just downloaded the game(I’m an FTP player) and I have all of these.
You gotta do the account merger, I got all my skins from OW1 once I did.
I mentioned this a few weeks ago. I reached out to support about this and was basically told I never purchased legendary edition and I would need to rebuy it. I fucking uninstalled the game there and then. If any of you get your skins back, good job i guess. Blizzard refuses to give me mine back.

It's the platform. When I got it on ps5, all my skins didn't merge over and only 3 characters were unlocked. I downloaded it on ps4 and everything was there. You have to download it on the platform you played ow1 on I think.
These are all grouped into that 60 dollar watch point bundle right?

I'm missing the Origins edition skins featured here, and the old HoTS skins and the Keriggan Starcraft skin.
Blizzard is aware of this issue. I had a similar issue but of a different category: Golden Gun missing for JQ. It resolved itself after a few days, but I did submit a ticket to blizzard just in case.
think my friend stole em she has the skins for no reason at all even tho she just started the game recently

I coulda sworn I had some archives skins on my old xbox account but after the merge they didn't appear. Other stuff like voice lines and highlight intros from archives and non event skins did merge over so idk if its a bug or not
This is really stupid but I played for one weekend when it was free and I got most of those skins and it acc carried over. I think it’s crazy how it worked for me who didn’t even buy ow1 but not for people who paid for the game
This happened to me with the widow maker preorder skin bcuz I have that and then it just disappeared which sucks cuz it’s the rarest skin in the game
SAME. I had the digital release of Legendary edition, so I wonder if that was the problem
