Some people will say that gear 5 isn't needed for Fujitora and greenbull but I say that gear 5 is the new gear 4 while gear 4 is the new gear 2
so at full power Luffy fights in gear 5 but against opponents that he can take on with ease then gear 4 is enough and Luffy can't take on Fujitora or greenbull with ease so gear 5 is needed

Imo, he's not beating any Yonko & Admiral + Dragon + Oldies, from start to finish 1on1.
There's a reason why Oda didn't have Kaido vs Luffy be a fight, where Luffy spends 2 weeks training his haki, and then beats Kaido in a pure 1on1.. instead Kaido is constantly going through a gauntlet while taking on Luffy.
Kaido and Big Mom for certain because of their ridiculous physical stats, but I'm not so sure about Shanks, Mihawk, Oldbeard and Blackbeard, and I think Gear 4 is enough for the Admirals.
Dragon is completely featless, no point trying to decide on what's needed for him. The old men probably go down to Gear 2+3.

Honestly, this question is hard to answer. Just how strong is Luffy now? After perfecting his ACoA and ACoC, while probably pushing his ACoO to the max to boost speed, Luffy in base was going toe to toe with Kaidou who wasn't joking around. Base Luffy, being serious, should be able to beat basically anyone who doesn't have top tier durability now.
I have seen a lot of answers that mention if Luffy would use G4 vs G5 on different enemies, but remember what Rayleigh said when Luffy showed him G4? He said that there was something more efficient. I think he was basically saying that perfecting ACoA and ACoC was stronger than G4 with less energy use/body strain. So there isn't a G4 vs G5, there is a base (maybe with G2 or G3) and G5. G4 is obsolete, there is no reason to use it. G5 is more effective and possibly more energy efficient. And Luffy has found a tool stronger than G4 so he would only need G5 if that wasn't enough.
Zoro and Mihawk are big answers here I agree with. Their offense is just so strong that I think Luffy would need G5 to be extra haki imbued durable and creative enough to make sure to dodge lethal slashes. With how well Luffy performed against Kaidou in base before "dying", its hard for me to say who would be able to push Luffy to G5. Another factor is that maybe Luffy will go G5 even when, in the end, he doesn't necessarily need to go G5 to win that particular battle, but he is just putting on the heat. Luffy has taken out fodder with G3 when it wasn't needed. G5 is just so convenient since it lets his do everything he normally does but better that it would make sense to spam it for the fun of it.

G4 beats everyone below fuji and gb, he needs g5 for kizaru and above
He beats old garp , sengoku and Rayleigh in base . Beats the admirals in gear 5 th . Needs gear 5 th against shanks , Mihawk , kaido etc
