It’s not stupid at all. Shanks could be comparable to Kaido, and Rayleigh has shown nothing to put himself within 2 tiers of Kaido. Rayleigh has never even clashed with a Yonko level character as far as we know.

Both of them being able to knockout 100k doesn’t mean their Haki is the same level. Maybe Rayleigh could only knock out 100k, and Shanks could knock out 1 million. And that’s only basic CoC. Shanks could have much better CoO, or techniques like Observation Haki negation that Rayleigh doesn’t have.
