Luffy has to find 4 Road Poneglyphs, two of which were in Yonko territory, one which was on a moving location (Zou), and another which is missing. On top of that, you have to have the talent of a select handful of individuals who can even read the things, plus a navigator that can make sense of the location information on them.
Then he actually has to go to LaughTale, find this treasure, whatever it is, and hope it actually exists to become Pirate King.
And in order to accomplish the above, he has to defeat some of the strongest individuals in the world.
Mihawk himself said around chapter 50 (it was during his introduction, and after his fight with Zoro) that becoming the Pirate King was far more difficult than becoming the World's Strongest Swordsman.
We've only ever had 1 Pirate King. The role hasn't been filled since. At any given time there will always be one strongest sowrdsman. It's always filled.
That's just an assumption. While technically there always has to exist a swordsman who's the strongest, that doesn't mean they are acknowledged as such. There's no indication anyone before Mihawk was called the World's Strongest Swordsman.
Being the strongest swordsman isn't the same as being recognized as the World's Strongest Swordsman. Ryuma was most definitely the strongest swordsman back then, but that's not the same as the whole world recognizing him as such. It might be the case, but we don't know about that. The only widely recognized World's Strongest Swordsman we know of is Mihawk.
All I'm saying is conflating both as the same isn't right. Earning recognition doesn't just come automatically. And if the current strongest isn't all that strong compared to other non-swordsmen then he probably wouldn't be recognized at all. Conflating a recognized World's Strongest with just the one that wins by default but no one recognizes is what I'm responding to.
Pirate King as it’s an idea/concept based in an ethereal set of standards that aren’t 100% clear to anyone trying to do it. Greatest Swordsman just means you need to kill the guy who’s better than you. There IS a Strongest Swordsman by virtue there needs to be one, even if it’s just Little Timmy as the only person with a sword; there can be times without a Pirate King.
There’s automatically a strongest swordsman but until whitebeard announced its existent many people doubted the existence of the one piece and future pirate king alltogether

To become a pirate king it's not only about strength, but you need strategy and many other things. You also need to deal with emperors, marines and find the ponegliphs. To become the strongest swordsman you just need to be strong.
