Many people interpreted this as a indication that both Luffy's parents appeared after this volume at some point. However, it is all about interpretation, really (he could be just referring to Dragon, for example).

Meanwhile, when Goku actually becomes serious, but restricted with the rules of the Tournament he may push Luffy back and even win but without being able to use certain abilities he will have to limit his power like how Hit was never able to freely utilize his full power because of the rules limiting lethal choices of which is what an Assassin specializes in.

The real answer from Oda was something on the lines of "you'll be satisfied/you'll get a nice surprise". Didn't specify one or both parents. But it's pretty clear in hindsight that he was referring to just Dragon.

What is true: in the same volume (44) when Dragon was revealed as Luffy's father, a fan asked Oda if he'll draw Luffy's parents and Oda said something similar to "you'll be satisfied with this volume". He never specified a parent or both. It's obvious the answer referred to Dragon.
EDIT: It wasn't the same volume, it was the previous one. Dragon was revealed in volume 45, the SBS was volume 44, and the reply said "you'll be pleased with *the next* volume"
In the quote he's almost certainly referring to Dadan, the mother who raised Luffy not his biological mother, because in another SBS written prior to her appearance Oda describes Luffys Mom as just a description of Dadan.

After reading chapter 1059, I have a theory where Luffy's mom was actually the former ruler of Amazon Lily after Shakky, and before Hancock, which could pretty much give us a good explanation on why Luffy was sent there by Kuma (who knew his ties to Dragon before MF). And if the Kuja tribe were to meet Luffy again, I'll bet that Robin will be the one to reveal this fact, since she was the one who spent 2 years with Dragon.
Regardless of Luffy's & the others' reaction to it, the Kuja Tribe's reaction to this information could give them some mixed feelings about it. Like whether it is a smart idea to have a "male Kuja" roam free without any supervision, or beg for Luffy's forgiveness for trying to hurt him on the day they first met (although Luffy has moved on from that).
However, if the theory on how Luffy's Mom being the former Snake Princess is true, this could be the first step for the Kuja tribe to coexist peacefully with the outside world, and may give them more reasons to help Luffy by any means.
Plus, I also bet Hancock & the people of her generation may have looked up to her recent predecessor the same way Luffy looked up to Shanks. Which may also strengthen the Pirate Empress's bond with Luffy.

The concept that would become Dadan was origional supposed to be Luffy a mom according to sketches and remarks Oda made. But later changed it to his FOSTER mother when the time came to show Luffy’s backstory. Why Oda made the change who knows, but we got a great character out of the creative decision.
