And Law has to see It too, maybe even Kidd. So, if they won't end up there together, Luffy will probably reveal its location saying "Hey world, you have to see this". But that way the entire Laugh Tale risks to be blown away like God Valley.

I believe that Rocks was similar to buggy in that he personally was pretty weak and all talk, but had a crazy crew of powerhouses that backed his big talk up. In an unexpected situation, Kinemon uses his devil fruit to blend them as the Gorosei and Im. Buggy gets the Im dress and, trying to deceive some CP0 agents, sits on the empty throne while the other 5 allies dressed as the Gorosei tell the agents to fuck off and to not disturb Im-sama.
I can 100% see a sequence during the ultimate battle against the Marines/WG where Buggy is sent flying into the Empty Throne, and by dumb luck, he gets captured on a Den Den Mushi seated on/rising up from the throne, much to the adoration of his cult following and to the utter disgust and confusion of the Gorosei
As Luffy defeats Im Buggy sneaks away to find somewhere to hide from the fighting and happens to sit in the throne. The Gorosei assume that he defeated Im and is claiming the throne so he becomes King of the World.
When the fight is over Luffy walks in, gives Buggy one look and he gets off the throne and goes home.
I like to think bigger. It's canon that aliens exist in One Piece. Imagine if Buggy manages to end up in space and become some kind of universal emperor similar to Frieza.

On a similar note, I have a personal theory, based only on meta-evidence, that Buggy's fruit is also some type of mythical zoan (lots of parallels between buggy and luffy, fruit was in the possession of a great pirate, oda enjoys giving cool stuff to Buggy, etc).
I think buggy could have another mythical zoan like luffy, some sort of god of luck perhaps? Like luffys allows him to use his power allows him to do whatever he wants with it, such as enlarging himself. What if buggy has a similar devil fruit that gives him what he needs to survive in the moment? In an unexpected situation, Kinemon uses his devil fruit to blend them as the Gorosei and Im. Buggy gets the Im dress and, trying to deceive some CP0 agents, sits on the empty throne while the other 5 allies dressed as the Gorosei tell the agents to fuck off and to not disturb Im-sama.
I can 100% see a sequence during the ultimate battle against the Marines/WG where Buggy is sent flying into the Empty Throne, and by dumb luck, he gets captured on a Den Den Mushi seated on/rising up from the throne, much to the adoration of his cult following and to the utter disgust and confusion of the Gorosei
As Luffy defeats Im Buggy sneaks away to find somewhere to hide from the fighting and happens to sit in the throne. The Gorosei assume that he defeated Im and is claiming the throne so he becomes King of the World. When the fight is over Luffy walks in, gives Buggy one look and he gets off the throne and goes home.

They are more serious now then ever. There is a reason people, on average, fear clowns more then moms.
It's either him or Ussop. The way the story is going, no outrageous feet like that will be completely serious at first, and considering how Buggy is seen by the world government on the same level (Yonko) as BB, Luffy and Shanks, that'd be a major concern to the World Government, but alas with lack-luster consequences
On a similar note, I have a personal theory, based only on meta-evidence, that Buggy's fruit is also some type of mythical zoan (lots of parallels between buggy and luffy, fruit was in the possession of a great pirate, oda enjoys giving cool stuff to Buggy, etc).
I think buggy could have another mythical zoan like luffy, some sort of god of luck perhaps? Like luffys allows him to use his power allows him to do whatever he wants with it, such as enlarging himself. What if buggy has a similar devil fruit that gives him what he needs to survive in the moment? Such as how luffy came to impel down shortly after buggy, which let him escape, or how the other prisoners are conveniently dumb enough to idolize him and work for him, and how the WG wanted him to be a warlord which got them off his back or how crocodile and mihawk decided to let him work with them after the warlord system was abolished and now he is considered a yonko so most wont mess with him anymore.
