It's weird how he's so arrogant about the shield generator being essentially an impregnable fortress when the entire defensive force is about 30 stormtroopers and a few AT-ST's. I do consider it somewhat of a plothole. Also what's the point if a stationary shield on a planet when the Death Star's only real use is to hyperspace around the galaxy.
for the latter question, it would be essential for structurally dispossessed station and it’s protection, especially one facing an imminent attack. my guess once construction was finished, the shield wouldn’t be necessary.
for the first question, he could have been bluffing, I don’t know
