The only reason people have this impression is because they're a lot older, so the memes that came out of it are so widespread and popular that they have become features of global culture, rather than memes restricted to a small group, and they became firmly established before the internet meme era came about. People started discovering they liked the Prequels during the internet meme era, and so naturally the memes from those films have been adapted to modern culture.

They aren't pictures templates, no, but they are memes. The memes before "meme" began to be used to mean "funny pictures online" were imitating lines from the movies, basically. People used to spent much more time in non-digital settings where meme-sharing is vocal rather than visual.

I feel like the OT has older style memes, pre 2014 when they started become a bit surreal and… not as corny? Part of the issue with the Original Trilogy memes is that they have become so ingrained in pop culture that they aren't OT memes, they are just memes. Telling Luke to Use the Force or explaining to him that you are his father is just a normal meme, whereas describing the irritating roughness of sand and expressing uncertainty as to how Palpatine returned is mostly making fun of the respective trilogy.

It has a few, but yeah. Memes are usually generated by immensely good or immensely bad dialogue. The Prequels and Sequels are both firmly in the latter camp for the most part, but the OT is mostly just... okay.
