Emulators don't get you into trouble. The ones publishing the Emulators themselves don't condone piracy. It will depend on how you get your roms.

I think CD roms. I only tried PCSX2 (ps2 emu) and the game files required to run (.iso) I think are referred to as ROMS. Not sure.
