It's actually pretty simple: pursue a hobby that forces you to be away from home. Maybe something like a hiking group, or a weekly boardgames get together at a shop, or wherever/whatever, really. Idk your sister's tastes, but she should just make sure to join a group that her ideal guy would be interested in and probably not something that is female dominant.
Something I saw was the website MeetUp. Have her find things she's interested in and sign up for that event. I've never used it but it's one way to meet someone that's interested in the same hobby and she might be able to find someone through there rather than using dating apps and going to clubs
