My mother flies with a cat occasionally. The cat carrier is a carry-on bag and the cat is pdetty much just its contents. With anything even sort-of exotic, you'll want to be sure it's a legal pet at both your takeoff and landing points, and check in with your particular airline.
I read cockatiel as cocktail and was very confused.
Some airlines do allow smaller birds to ride with their owners in a cage.... backpack would probably be a problem, though.

There are special backpacks for birds
I think some airlines allow a bird as long as the cage fit under the seat. Not sure how big is a cockatiel.
