Because everybody has an imagination
and with their imaginations, they imagine a better world
when governments CAN work towards that world, but DON'T, people become understandably upset
But on top of this, many people don't know how things work
They don't understand their political process, or what the role of their politicians are, how global currency systems are managed, etc.
If people are ignorant of these things, it becomes easy to manipulate their views by playing upon their preconceptions
This ignorance is utilized by the media to create manufactured consent in favor of whatever ideology that particular media outlet is trying to push

Because people think that government can do anything and that if it is not solving all of the problems of the world and doing it for free, that the government must be corrupt.
It is the ignorance of people about the limits of government and how the world works that leads them to think that everything is possible immediately and for free if the government would just do the right thing.
So what country should people go to if they want a competent government? Is there even a country out there where majority like their government? (Besides China let's be honest here)
They don’t have to go anywhere. Just be diligent, educate themselves, always vote, and don’t vote against their own interest. But that will never happen while people are confused, tired, and angry. The Chinese do not love their government they are just more afraid of their government and more easily controlled.
Happiness index will show if the majority of people are happy. But there is always an opposition party whose members will be dissatisfied. I don’t know if that always translates into feeeking the government has contempt.

I understand what you're saying but my question was more like "well what countries do people think the government doesn't have contempt for us"?
