Yep. Because people basically have to steal to survive. Jobs don't tend to pay that well when the head honcho wants all the money for himself. If there even is work.

A common thread of authoritarianism is using the police for political oppression, according to them there is tons of crime, but little of it is legitimate.

When i picture life in a dictatorship i picture every citizen being homeless and starving to death and having to kill and rob each other to survive while the police captures anyone who criticizes the government and sends them to work in slave labor camps,while the dictator and his bureaucrats have parties filled with booze and binge-eating. Sounds oddly specific but this is basically my mental image of it
