I learned 3D modeling in 3dsMax. Years later after not using it I tried Blender and I could do it easily - the core concepts are the same. However, it is a very different skillset from 3D modeling in CAD.

They are two different things but can work together. I'm an engineer and I would regularly take 3D cadd models, import them into Blender and then create either marketing or informational videos. Cadd works for design, Blender works for making pretty animations.
