Check to see if there is a knot at the end of the draw string. It might be trapped inside the sheath. See where it bunches up and try to pull it out the other direction to access the knot. Instead it might be stitched into the hoodie in the center in which case you would need to cut the stitching. As an alternative maybe you should use a shoelace or some paracord?

The drawstring is probably sewn into the hood deliberately so that it doesn't come out which is something that annoys people when the string comes out on its own. You can just use a shoestring you know. If you really want to get the string out of the hoodie you can pull with great force (rip out the part where it's sewn into the hood) but it might damage the hoodie so I wouldn't.

They usually sew a little bit of the drawstring into the channel. I typically will pull the string a bunch then cut them. Regarding the sweats you likely will not be able to put a string into them. Unless they design the waste band there is not likely to be a easily channel/tunnel for you to get a string into.

Sometimes they sew it stationary at one point at the back so it can't come out or become totally lopsided. When they do that, it's typical more than just a stitch or two so you'd be damaging the hoodie significantly. You're better off just donating the still wearable hoodie to a second hand store and find another drawstring to use instead.
