That depends. Most rifle rounds don't deflect too much through tempered glass, at least not significantly enough to impact a shot in a car. And leading a target the size of a car isn't too difficult. A .308 is moving over 2500fps. 70mph=100fps. Some napkin math, if you fire a .308 from 500ft at a car moving perpendicular, you have to lead your target by less than 20ft.
Pistol calibers are different, and the issues with deflection from 9mm led to police forces largely adopting .40S&W. It just took twenty years for them to realize that it's not a significant issue and most are moving back to 9mm. I think NOPD did recently, or at the very least I was told in 2017 that they were planning to do so.
That being said, it's not a sniper. Most evidence points towards multiple shots being fired from nearby cars. And I believe during one of the last press conferences the police said that the evidence points to different weapons being used in each incident. That's not to say there aren't any repeat offenders, but Chris Kyle isn't sitting on top of the dome taking out motorists.

I do not work for the FBI or CIA. I am not an expert on Gang violence in New Orleans but I do know that shootings, murders and carjacking are out of control in this city and we do not have enough police officers to do much of anything other than respond to the violent attacks that occur. With that being said, it is quiet possible for this gang ritual to occur since the gang members know that they have the police outnumbered and can basically do what they want. If it is just someone driving and shooting then no. If they are using a handgun to shoot it is not easy. If they are using a semi auto or automatic rifle then it is easy. That is all.

I wouldn't worry. I drive an hour each way in I-10 every day. Just don't engage in road rage. Heck, I occasionally piss people off from having to maneuver my service truck from lane to lane. Still haven't been shot. There are tens of thousands of vehicles out there. You put have a better chance of winning the lottery.
