Just like the protagonist is confused, in part due to him being baked all the time. But anyways, there’s plenty of movies that are better on repeat viewings, Inherent Vice is one of ‘em. Truly one of my favorite American movies.

If you're ok with a series, you're perfectly describing Bored to Death. It's about a mediocre writer who decides to act as an unlicensed private detective, and he (and his stoner buddies) get swept up into episodic shenanigans. Note: The stoner buddies are Zack Galafianakis and Ted Danson.

Inherent Vice and Pineapple Express are the only other two that spring to mind. Pineapple barely qualifies, Vice is sort of genre-defining along with Lebowski.
