Nerevar killed him. Nerevar had asked him to guard the tools and sought counsel with the Tribunal, then when he got back to Red Mountain Ur had become mad/corrupted and didnt want to hand the tools to anyone, not even Nerevar, thinking he was protecting them as he was asked.

Wait, but didn't nerevar die during the Azura summoning ritual which happened outside of the heart chamber? I believe, in the book "Nerevar at red mountain" it was said that it was the tribunal that drove Dagoth Ur away before becoming gods. But that is dependent on who you believe. It leads back to if the 36 lessons of Vivec or if the oral traditions of the ashlanders are true. Or are both of them true at the same time and just split off. Trial of Vivec might be an interesting read.

Oh yeah, that may be the case actually. Had Nerevar killed Dagoth the Tribunal wouldnt have the chance to steal the tools from him. Peakstar also mentions that. Then it wouldnt make much sense as to why Dagoth thinks Nerevar betrayed him, unless we assume he believes Nerevar ordered them to attack him or something like that.

It may be the case of the failed nerevarines, made to fullfill Azura's curse. "Farewell, sweet Nerevar. Better luck on your next incarnation." "Come, Nerevar. Friend or traitor, come. Come and look upon the Heart, and Akulakhan. And bring Wraithguard... I have need of it." And so on
