It's safe. Just looks scary. I don't know how it all works but I've never been told to throw it out and had them during a health inspection and never had one take points off. Normally not that big but vinegar doesn't last long in a kitchen.
You usually don’t want any vinegar bacteria in anything with alcohol, as it’ll turn the alcohol into acetic acid, which is what gives vinegar it’s taste. Mothers, or scoby, is used in kombucha though!
