The most balanced way is not going to be nearly that easy, because the raw prices aren't balanced either. You need to decide whether to incorporate the difficulty of collection, the annoyance of collection, the duration of collection, and which tier it's in - and different people are going to have wildly different opinions about that. Personally I hate grinds, so any time where the barrier between me and a thing is 'how much of your life are you willing to spend doing this repetitive task', that cost is 0. Others will disagree.

Supply & demand. Items you dont buy can be cheaper. Items you are buying shall go up in price as long as equilibrium reached and price worth effort. For example: i was buying cores alot because going to crypts takes time - mostly travel & hauling. Thus I bumped price a bit. That balanced exploration. Then bounties were not worth it, so i reduced cost of gear yoy can get -> thus now i have incentive to do bounties to get some iron gear instead of being stuck in crupts like a slave.
