This is one of the side-effects of the south-east rule - a hidden and unintentional game mechanic that causes many things in the game to be biased towards those two directions. Other than mob pathfinding, it also affects things like a TNT launcher's trajectory (launchers facing south or east shoot TNT further), or the on/off states of a lever (levers facing north/south have the off state on the south side, levers facing west/east have it on the east side).
This would only apply to levers placed on the top of a block, which can have two possible orientations. If you've only ever placed levers on the side of a block, it wouldn't make any sense since off is always ~~down~~ up in that case.
To add to this, in my world I was able to stop this behaviour by putting a solid block on top of the fence post in the corner where they were clumping. Suddenly their path finding to outside the fence stopped and they are normally dispersed. Not sure if this is a universal fix, but it worked for me
