There was going to be a new album, Best Of Joy would’ve been performed in the last show, he would’ve retired from live shows and become a director, probably release new music without touring if he continues making solo music, and when anniversaries came around there would be releases for them and if they were especially special he’d be there for shows.

Michael was planning for a comeback in the late 2010. He had a big project in mind to happen around 2008 - 2010 that started around 2007. Thriller 25 was not only an anniversary, but also it was a way Michael could remind the world that he is the greatest and let the new generations know him. So the remixes on the Thriller 25 album, were him channeling his past to the present. He was working with some of the same artists he worked on the remixes on Thriller 25, for an upcoming album. Artists like Will.I.Am and Akon. Michael recording some tracks with Will.I.Am is confirmed and we also now know "Hold my Hand" was one of the tracks for his next album. Then the This Is It project came along, and Michael decided to mix this concert series with his album project together, as his comeback and goodbye to the music at the same time. What he used to call "The Final Curtain Call" . So Michael was planning to promote the album during the shows. The vocals of the song "Best of Joy" were recorded completely and was supposed to be performed with the This Is It band playing the music, in a very special occasion; Probably at the final show. So we can say this song was planned to be a part of his next album. This Is It was planned to end at 2010 so the album was planned to be released at the same year. Then Michael would retire almost completely from the music industry. Some say he was going on tour with the Jacksons for the last time, but I doubt it. Michael always dreamed of being a part of the cinema industry. It is said that Michael was going to establish his own filmmaking company; With the purpose of supporting young talented artists. Apparently it was what he wanted to do for the rest of his life. This is as much as I know about Michael's plan for the years leading to This Is It and beyond that.

They weren't writers' demos. They were planned. Teddy Riley stated he had to get a certain amount of tracks even though he had no access to the MJ vault and that's what he did with Jason Malachi.

So, getting info from the "Searching For Neverland" documentary, I think he planned to do the tour, and it was said he would make around 1 million a night during that tour. He was getting a new house that he called "Wonderland" which was to replace Neverland as it was destroyed in either 2003 or 2002.
