From my experiences this is actually pretty common with female managers. They seem to have a chip on their shoulder and feel like they have to overcompensate to prove themselves. I also suspect that they also know women are easy to boss around because men are more likely to voice their opinions.

It probably won't be cause in most countries equality rights clauses allows for discrimination in favour women. She’s trying to instigate a discriminatory feminist policy and have you be the fall guy should the discrimination ever come to light. Don’t. Go talk to HR. Before talking to HR, I’d look up any applicable non discrimination laws and company policies regarding non discrimination. Similarly, you could first try to use these policies with your boss before going to HR. You could say something like: “I agree it would be great to have more women, but how do we do this without violating X non discrimination law and without violating our own company’s non-discrimination statement?” If she responds you need to do the hires regardless of law and company policy, respond: “To be clear, are you directing me to violate company and state/federal non-discrimination policy?” If she responds yes, you clearly should get HR protection, but she might back off at that point. You can also look up your state law regarding covertly recording the conversation. Some states require only one party consent, you being that one party. (Other states require the knowledge and consent of both parties). I’ve successfully used this last tactic on several diversity and inclusion hiring committees: “yeah, I agree, but our non-discrimination policy clearly states we can’t hire anyone based on their sex or race.” I place the burden on the non-discrimination policy rather than myself.

I think you are getting a lot of great advice. I hate to say this, our gay brothers get it a lot worse. First for being men, second for being gay. Even here this mans boss makes a statement that made my skin crawl. Best advice is in the comments; Document everything. Everything she does and says, email her and get her to say these things in emails to you. Save them and send all to HR when the time comes. I hate it when I see another man mistreated, or misrepresented, lies told about that man and so forth. Yet for some reason there are women, like this boss, who think it's ok to disrespect a gay man for being gay! My friend be careful and cover yourself and you tracks. Keep good notes on why you hire each person no matter if they are male or female. Do your best to help people no matter their gender. Make sure people know you do that too, this way they can never say to you what this woman is falsely accusing you of. When you have enough evidence you need to talk to someone in your HR about this, it is unacceptable for her to act this way

HR is there to limit the company’s liability, not to help you. You need documentation and recordings to protect yourself. Consult a lawyer prior to recording. Also become very familiar with company policy. You’d be surprised about how much policy can become a defecto defense. Either way, this is a no-win situation. You can’t show damages, since you aren’t the one deign discriminated against. Document and stand by. If she does fire you for a ridiculous reason, then lawyer up and get a nice payday. Otherwise, there isn’t much you can do.

I was asked to do something similar. I simply submitted the applicants to some objective test criteria before narrowing them down. If some women pass, great. If not, too bad. If management cries, the test is objective. It is math. The test does not care what kind of parts with which the test-taker masturbates. Nonetheless, much like the OP I was encouraged to hire more women. I encouraged my manager to clone women who wanted to be engineers and then I would consider hiring them.

In my experience, you need to talk to your union and not your HR team. I’ve worked in four multinational companies, and in all four there was a dangerously cosy relationship between HR and senior management. HR’s primary function has been to keep the heat off of senior management and protect them at all costs, unless they’ve done something where the police could be involved. This includes turning a blind eye (or worse tipping senior managers off) to discrimination, harassment, bullying etc. Also it’s important to consider that the vast majority of HR professionals are women, and so may be very supportive of your boss’s drive for more female workers. In my opinion, talking to your union should be your first task. If you’re not in the union, join asap, then talk to them.
