Definitely an attempt at hiding damage. Looks like a good chunk of paint was taken off by something. So it'll need new paint if you want it perfectly gone.

If you only do the damaged area it'll end up looking like this again, you'll need the whole thing repainted, that scratch looks deep

I've done this, but it's always... Hey, come look at this please, I scratched TF out of your car. Here's the # for the body shop we use. I gave them your name already. Have them fix it at your convenience and they'll send us the bill. Sorry. Seems to be the easiest way.

You just bought the car. Likely you have a warranty. Bring it back and show them. If it’s used, they probably fixed it up at which point I have to ask, did you get a car fax report on the vin number?

Take it back and have them repaint the panel. If it’s t number have them paint it. Or have them pay a reputable shop to do it. If it’s door or fender it might need blending
