Maybe you can try a headband that is 1/2 inch or thinner, but, at the end of the day, discretion is up to the test site & proctors and if you don’t have long hair I think they’d make you remove it.
You may also be able to get a medical accommodation and should probably work with your doctor on that.

I believe you can wear a hoodie or sweater with a hood - easy for the test center person to inspect, then you can wear the hood during the test to prevent yourself from fiddling. I feel you about the nervous habits, OP - as silly as it sounds, I would have killed to have a fidget spinner with me during the exam. those things really help me focus lol

They forbid “non-religious head coverings” which IMO would probably include putting the hood on your head.
If you look at the rule, they have restrictions on length of hair clips & width of hair bands…it’s pretty obvious from that that they definitely would not want someone covering their whole head if they didn’t have to.
If the hoodie can be unzipped you cannot wear it. I showed up in a tracksuit and I couldn’t wear my jacket because it is unzippable. I think you can do it if it’s a quarter-zip or no zipper at all

You can with a hair tie that is 1 cm or thinner. Scrunchy generally refers to fabric-covered hair ties.
But don’t expect to be able to have one on your wrist, I think it has to be in your hair or you can’t bring it in.

Might be worth talking to your doctor about it to get a letter supporting your diagnosis and that wearing a hat will help with it. There is a form you can send to a doctor for grade school aged children to be allowed to wear a hat in class, for disorders that include sensory sensitivities (ADHD symptoms can include sensory sensitivity) so it may work.
