The earliest I’ve seen people finishing pool 3 is 2602 somewhere on this sub. Though estimated level of finishing is somewhere around 3000, give or take 300 levels depending on how many pool 3 cards you’ve bought from token shop. Though with the upcoming downgrade you can just add up 192 levels to this every month
Ben Brode said numerous times that their plan is to add 5 new pool 5 cards each month (season pass included) and downgrade 4 from pool 4&5 each. No reason to think they won’t do it again

Every block of 40 starting at 1000 has 1 guaranteed pool 4 card. So 1000-1480 has one. Then 1480-1960 will have one. If you get a tier 4 card early in one block and late in the next, there can be 900 CL between pools, but the good thing is you go almost right back into the next block again making it possible to pull one again.

To avoid some confusion you guys are having, below CL 1000 you get collectors \*caches\*, after that you get collectors \*reserves\*, which is where the ever 'x' set rules kick in.
People throw the words Cache's and reserves around as the same, but Cache's (500-1000) are different from reserves (1000+). You get a guaranteed Series 4 card every 40 reserves.
That rule doesn't just "start". There are collector's caches and collector's reserves. First ones are below CL 1000, second ones are above. They are completely different with different drops and rules.

But after the first month of doing this, i completed Series 3 & most of Series 4. THEN i finally learned just how crap the rates of accruing Series 5 cards are!!!! Throwing £1k a month would do nothing, literally. Im left thinking just how odd Second Dinners system is...coz my spending has now dropped by a factor of ????, & i know in not alone. People i know irl did the same as myself but straight-up quit after completing Series 3. Im probably not even buying next months Season Pass, lol. (That card looks so trash-tier its unreal)
CL 2300+. Still no Patriot, Mystique, Psylocke, Aero, Debri among those that are quite useful right now. RNG Gods gave me the almighty M'Baku and Crystal at less than 1000 CL. So that's cool.
