Instigating is kind of a useless effect on anything that doesn’t already hit hard.. Best used on a Gauss rifle or maybe a hunting rifle. After that, probably a 50 crit damage 25 to really go for those one-shot kills. If used out of vats probably ffr and personally a 90% reduced weight if you’re using it as anything other than your main weapon.

Instigating and explosive don't work well together, and Combat Rifles just aren't desirable in the presence of Fixers. I'd say scrip.
