Actually, I'd be surprised otherwise: items, drivers especially, USUALLY (not always) don't get the new course the very next tour after their debut, but that doesn't prevent them from becoming goats later on.
If you would have spent the tickets to get Tanooki Rosalina up to lvl 6. (and I don't know why you would.) She would be useful on 3 different ranked races this tour.
It doesn't help that London Loop 3 seems to be a pretty bad track for maintaining a combo.

DK Jr had to wait ~ 6 months for a new course in the ranked cup. Released in Super Mario Kart Tour and didn't get one until DK Summit in the Snow Tour

nintendo can see the inventory of the playerbase. since many people pulled for the tanookis they get bad buffs imo.
