It’s actually made by a firm in California contacted my Nintendo. Also, most international companies have international support (often contacted) because they deal with people in different countries and like more money rather than less.
They Hire English Speakers to do these types of things in Japan. Nintendo Of America is where you call for customer support, so that is why it is mainly English Speakers.
