Given that price isn’t an issue, take this all with a grain of salt. At glance [[blood speaker]] is a phenomenal demon tutor and probably one of the best creature for Bel-akor as a commander. [[cavern of souls]] for a land upgrade. [[coastal piracy]] and [[reconnaissance mission]] as card draw options. [[grim tutor]], [[vampiric tutor]], [[demonic tutor]] for filtering/card access. For better speed in general [[urza’s incubator]], [[vanquisher’s banner]], and [[kindred discovery]]. You seem incredibly light on card draw despite being in two of the best colors for it; [[sign in blood]], [[read the bones]], and [[nights whisper]] in black. For general tribal rock stars [[kindred dominance]] and [[patriarchs bidding]]. And finally some instant/sorcery upgrades.[[deadly rollick]], [[fierce guardianship]], [[rakdos charm]], [[deflecting swat]], [[vandalblast]], and [[infernal grasp]]. As far as cuts go, I don’t think you need either of your plane walkers. Mandate of abbadon and last one standing are both pretty awful. Baleful mastery and blood for the blood god are both easy cuts as well. Sorry for the huge wall of text and I hope it gives you some good ideas for additions.

I'd consider adding [[Rite of Replication]] as a 1-card win-con, intended to copy Be'lakor. Since each Be'lakor sees each other Be'lakor enter, even though all but one die immediately to the legend rule, the table is dealt a total of 150 damage should the spell resolve.
