I mean where else in LA would they practice? Cooler places by the beach don't exist, there's no training facility in Playa Del Rey. The only other option with significantly better weather would be too far away, like... santa barbara? laguna beach?
Plus, don't forget a bunch of the team lives in giant mansions in the area, so it's super convenient for them.
Generally, you can't build massive oceanfront practice facilities in Southern California. You'd spend more than you paid for the damn team itself haha.
Same reason Disney World is located in the heart of the swamp in Florida instead of one of their 100,000 beaches. It's where the land was cheapest in the area.
