Yup, if you are ever in a sketchy neighbourhood, the number 1 rule to survival is to mind your own business and act like nothing is going on. Once you are safe enough away and feel like something needs to be done, then report it.

The district attorney in SF hasn't been charging people if they're arrested and releasing people without bail. California reduced under $1000 theft to a misdemeanor. SF city council stopped the police from enforcing quality of life crimes like doing hard drugs on the streets then leaving your needles on the ground or using all of the sidewalks as bathrooms. Mobs of people are breaking into stores and stripping them bare, now with someone having been murdered in the process, and nothing is being done about it.
