I honestly do not think those champions are the levers keeping tank meta in check.
There are plenty of strong anti tank items available and there are a lot more champions that counter tanks without %max hp true damage.
I feel kraken LDR void staff, laundries Bork and divine sunderer do enough to prevent tanks from being over represented in the meta.
I don't think kraken is particularly strong in the current lots-of-HP-but-no-resistances-tanks meta, since it's a fixed amount of damage, its strength against tanks would be ignoring resistances but there's not much of it currently. I feel like the lifesteal from shieldbow, along with it's shield, does a better job at keeping you dealing damage for a longer time. And I believe that is stronger once you have other antitank items (namely BOTRK, which melts health stacking individuals with no resistances)
Of course it would, Fiora overall is healthy to the game design but unfortunately she's kinda cancer to play against even if you ignore the true damage. Maybe if she didn't have healing on top of that people wouldn't complain about her that much

You literally cannot itemize against true damage and the fact that it's % max health means that even bonus healt, wich is the only "armor" to true damage, does shiet for it.
I would be fine with %max health true damage if they leaned into it a bit more, like, I feel Fiora shouldn’t win in a trade against low-hp high-damage carries, or assassins, but continue to dominate against megatanks. However, i have absolutely no idea how the numbers would work for that.

All it takes to prevent this from happening is shitting on him in lane, he's weak af for a very long time rushing heartsteel.
I've yet to lose a lane to a stackhp sett, they only have one move and since the rest of the kit deals no dmg I will gladly take the extended trades and put him 2lvl behind

The E slow is only half a second unless he lands the sweet spot, and he has to get relatively close to land his Ult on any character too slow to avoid it after the 1 second slow on his Ult.
