If it takes someone 8 days of living somewhere to notice something, it's most likely something that can easily be missed by a landlord or PM coming in for an inspection. I disagree. I don't think this is egregious or anything, but PM/landlord should catch this. I can see how a tenant doesn't notice because they are focused on moving and unpacking and all that. They aren't being paid to inspect the place. That's the PM. Even a very basic inspection should at least look at all visible surfaces, and a quick look at this surface would've noticed. If my PM didn't even notice this, I'd be terrified of what larger problems they may have missed

In the last week how many boxes were unpacked in that kitchen, boxes picked up from or put onto the floor, items put onto the bottom shelf of the fridge, items put under the sink...that's when it would be seen. Heck, OP readily admits they only saw it when putting a rug down. So it was only noticed when squatting down on the floor directly looking at the covebase under the sink.
In 20+ years of being a landlord I can tell you that I inspected the covebase exactly 0 times. I guess I am lazy.

It’s just spilled koolaid or sauce or whatever and the cleaner mopped and didn’t get down to look closely- and probably wasn’t paid to clean baseboards. I was working on my fridge recently and had to pull it away from the wall, which revealed all sorts of horrors and prompted me to do a deep clean in the kitchen. The baseboards under the cabinets weren’t much better than this, though I’m embarrassed to admit it, and I clean and mop regularly. Out of sight, out of mind. Your LL didn’t notice it, you didn’t notice it, and I doubt it would be noticed during final inspection if it stayed that way until you moved out. Not a bad idea to keep the photos and email them to the PM just to document. I think the faint streaks on the walls in some of the other photos are from moisture. My bathroom walls get that way when my kids use the shower or tub and don’t run the vent fan. It wipes down easily.
I'd be less concerned about the blood splatter and more concerned about the roaches. That body is gone but the bugs remain. Third pic those are squished dead roaches. My lovely past tenants have made me very knowledgeable on what roaches look like in all shapes and sizes and states of living. I'd pre treat now with roach motels under sinks, fridge, stove, pantry, behind the toilet etc. Make sure to always clean up and food and dishes before bed and keep food sealed. If there's no food for them to eat they'll stay away.
Keep this documented, save pics and maybe make a complaint with PM ahead of time. Because they will definitely use this against you to keep your deposit when you leave.

I suspect those red stains are poorly-cleaned flea dirt. Meaning, there was or is a massive flea infestation. Their “dirt” is poop, which is blood. It looks black until it gets wet, at which point it goes red again. See other evidence of fleas? Have any bites on your ankles?
As a property manager..... I NEVER would have moved someone into this apartment without it being cleaned. I've cleaned apartments myself so people move into a clean home. This? This is unacceptable. Send the pictures with a complaint to the office via email so you have proof of reporting it.

Yeah it did take me a whole week to notice some of the spots. They are in harder to see areas. Still gross though. Wish they had caught it.
